The Town of Altavista has received funding from the Virginia Department of Housing and Community Development (DHCD) to develop clearly articulated strategies to address the locality’s greatest community development need. Through this Planning Grant funding, Town Staff will focus its assessment on the current housing and infrastructure conditions within the Mosley Heights Community, as defined by the map on the back of this letter.  The goal of the planning grant is to develop an implementation plan for addressing any identified deficiencies.

A successful planning grant involves meaningful citizen participation. The participation of community members and residents is key to identifying community needs.  To meet that goal, the Town held a public meeting on Thursday, January 26, 2023, at 6:00 pm at the First Church of Jesus located at 1208 Franklin Avenue with approximately 38 in attendance.

At this public meeting, Town staff will provide the following:

• An overview of the planning grant project’s housing and infrastructure assessment activities,
• The Mosely Heights Neighborhood Survey, included with this letter, to assess and confirm needs and income status, and
• An introduction of the Planning Grant Management Team and schedule of future meetings
• Information on next steps in applying for a Community Investment Grant which will enable the Town to implement solutions to the identified community needs.
