Water & Sewer Rates
 

Establishing a water/sewer account:

All new residential customers must complete a “New Utility Account Application” and provide a photo ID.  Tenants must have an authorization form signed by the landlord or agent prior to establishment of water service in the tenant's name.  The completed form may be returned to the Town Hall at 510 Seventh Street, Altavista, VA  24517.   All new business owners must complete a “Personal Guaranty” form to show responsibility of the water account at that location.  There is a $25.00 fee to establish a new account.

Deposits on Water/Sewer Accounts
Customers who own their property are required to pay a deposit in the amount of $50.00 in order to establish an account with the town. Customers who are renting are required to pay a deposit in the amount of $125.00 in order to establish an account with the Town. Deposits must be paid in full before an account can be established.

Billing Schedule
Water and Sewer bills are sent out on a quarterly basis for consumption less than25,000 gallons per month and monthly for consumption more than 25,000 gallons per month.   For quarterly billings, bills are mailed out January, April, July and October and are due by the 15th of these months.  For monthly billings, bills are due by the 15th of each month.

Disconnection for Non-Payment
Service is disconnected for non-payment on the 5th of the following months:  February, May, August and November.  If the 5th falls on a Friday, Saturday, or Sunday, service is disconnected on Monday.  Once an account has been disconnected for non-payment, the past due balance plus a $35.00 re-connection fee must be paid before service is restored.  Payments made before 3:00 PM on the disconnection date will have service restored the same day.  Payments made after 3:00 PM on the disconnection date will have service restored the following workday.

The Town of Altavista operates and maintains a municipal water system.  The primary water sources are the Staunton River and Reed Creek in Pittsylvania County.  Both of these sources are treated with chemical coagulation, flocculation, and pre- and post-chlorination at 3.0 MGD (million gallons per day) filtration plant.  The Town also has two (2) spring sources – McMinnis Spring, located in Pittsylvania County, and Reynolds Spring in Campbell County – that augment the finish water supply with an average of 500,000 gallons per day.  Although drought conditions in the past several years have somewhat reduced the flows of these invaluable water sources, the Town projects that there is an adequate supply and treatment capacity to serve the current and projected water needs of the community’s residential, commercial, and industrial customers.  No capacity upgrades to the water system are planned.
There is a total water storage capacity of 3.3 million gallons Altavista’s water system.  Our system serves approximately 1,600 connections with an average use of 2.1 MGD (million gallons per day) and a peak use as high as 2.7 MGD. The Town’s water distribution system utilizes two (2) booster pump stations to help distribute treated water throughout the Town.  The Town of Altavista also sells water in bulk to the Town of Hurt, serves the Dearing Ford Business and Manufacturing Center and citizens living in North Holly Hills and Tardy Mountain Road areas just outside of town.
